"You're a long way from Navy Headquarters... Kuzan," said Luffy, narrowing his eyes. As he spoke, a cloud of lightning began to form overhead and the wind started blowing fiercely causing Luffy's coat to flutter in the wind.

"And you are far from the New World" Kuzan replied calmly as he looked at Luffy.

"I'm on my way back there right now," Luffy said calmly before a slightly excited grin appeared on his face.

"You're planning on stopping me?" he asked in a dangerous/excited tone as lightning struck overhead followed by deafening thunder.

"Can you calm down," Kuzan said with a sigh as he saw Luffy preparing to fight. "As I told your crew, I'm here just for a walk. I'm not ordered here to arrest you" he added before yawning from his mouth.

Luffy did not believe that explanation in the slightest. It is impossible for someone with Kuzan's status and strength to happen to walk around and eventually cross paths with Luffy and his crew.

"In addition to Luffy," Kuzan said attracted Luffy's attention. "You know my motto of justice," he said causing Luffy to stare at him for a few seconds before he let out a disappointed sigh and began to undo his strength.

"Why are you relaxing Luffy?" Nojiko asked as she looked at Luffy with a confused expression on her face.

"What is the motto of justice?" Usopp asked to see Luffy a little more relaxed when he heard the question.

"Lazy Justice," Luffy replied with a sigh making his crew sweat. Robin was still on the ground staring at the Admiral Navy.he did not believe that this man would leave them alone because he was lazy or unwilling to do so.

Robin had witnessed his power firsthand and knew exactly what he was capable of, so he would not lower his guard. Robin also knows that even though Luffy looks as if he is relaxing, he knows Luffy's alertness is still awake.

Speaking of Luffy, Robin is completely confused by the strange relationship that his captain and Admiral seem to have. Even though they were preparing to fight, he was able to tell that the two of them seemed to have a friendship in a strange way. That's a really weird idea to think about.

"Anyway, what I want to say is." said Kuzan, blowing Robin's daydream. "...wait a minute" he said before he started lying on the ground.

"Standing for too long makes me tired" Kuzan said in a lethargic voice while lying on the grass. Luffy looked at the lazy Admiral and shook his head while the rest of his crew was sweating.

"Then maybe you shouldn't sleep standing up" Usopp said as he folded his arms.

"As I said, I have no intention of arresting you," Kuzan said ignoring Usopp and surprising everyone. "So, you can all just relax" he added from his position on the ground.

"I'm just here to ascertain the location of Nico Robin, who hasn't been seen since the Alabasta incident and as I thought she was with you," he said causing Luffy to narrow his eyes.

"I'll make some reports for the headquarters. Now that you have added another crew member with a bounty on their head, your overall bounty will go up as well," Kuzan said as he raised his right hand as if he would start counting.

"Let's see, 200 million" he said, pointing at Luffy, "plus 80 million" he said, pointing at Zoro, "and now 79 million" he added, moving his hand toward Robin before speaking. any more.

"That means your overall bounty is .. ummm ... Ah hell, that must have been huge," he said lazily as he gave up on math.

"Just do some basic math" Zoro said as he looked at the man.

"Stop this nonsense Kuzan," Luffy said in a serious tone as he narrowed his eyes. "You and I both know that the marines have people for such jobs, they wouldn't send an Admiral just to check the bounty of a pirate crew," he added while staring at the lazy Admiral.

"You make it sound as if you are just an ordinary pirate," Kuzan replied as he looked at Luffy with a slightly serious expression on his face as opposed to his usual dull expression.

Luffy was about to reply to her but before he could, he sensed a group of people coming behind them. When he turned around, he saw a small group of people coming out of the tree line. They all looked like they had just passed through hell.

"Is that true, are you really a marine?" one of the men among the group asked while looking towards Kuzan.

"Hmm, they may be stranded civilians" Kuzan said, drawing everyone's attention. "There was a passenger ship reported missing about a month ago. Last seen somewhere in this area" he said, leaning his head over his hands.

"It looks like the ship sank and these are the survivors" he added, causing some of Luffy's crew to look at the people with pity. Before Luffy could even give orders to his crew, they all acted on their own accord.

Chopper begins to examine the people and treat the wounds he can with the help of Nami and Nojiko. Sanji and Usopp went looking for food for people to eat.

Luffy, Robin, and Zoro are the only ones standing right where they are watching, or in the case of Luffy staying close to Kuzan just in case the Admiral decides to mess around.

"So, what happened to you?" Sanji asked while preparing some food on the grill.

"We were on our way back from a gourmet tour when a giant frog crawling in front hit the side of our boat and smashed it" one of the victims said, causing Luffy to grin.

"Come on, everyone knows frogs can only swim breaststroke," replied Usopp in disbelief at the story.

"That's Yokozuna" Luffy said, drawing their attention. "He's kind of famous in this part of the ocean" he added with a laugh. After everyone finished eating, Kuzan suddenly stood up causing Luffy to narrow his eyes.

"Everything, collect your belongings" Kuzan told the passengers of the shipwreck. "I happen to know of an inhabited island not too far from here. You can go out there and ask them to help you" he said, making people rejoice.

The crew helped people load their cargo into a small tow train, after which Kuzan finished walking to the edge of the island and put one of his hands into the water for a few seconds.

While his hand was in the water, a giant sea king sticking out of the water made everyone except Luffy and Robin panic.

"Hey! Get out of there!" Usopp shouted at Kuzan but the Admiral did not move in the slightest.

"Be careful!" Nami and Nojiko shouted at the same time as they saw the sea king moving towards the Admiral.

"Ice Age!" exciting Kuzan. Not less than a second after he said it the entire ocean in front of him froze. There was nothing but solid ice as far as the eye could see.

Even the sea king who was about to attack him froze to his bones. Everyone except Luffy and the robin have jaws hanging loose from their mouths and their eyes protruding out of their heads.

Luffy has to admit that it is quite impressive, but he has seen far more impressive things in the New World.

"D-he just froze the ocean," Nami said in a completely shocked voice.

"I-I can't believe what I saw" said her sister as she dropped her three-piece stick.

"I didn't expect there to be more monsters like Luffy out there" Usopp said in a soft whisper but Luffy heard it.

"It'll stay that way for a week" Kuzan said as he stood up and walked back to stranded residents and stunned pirates. "Walk in that direction" he said, pointing into the distance.

"And take your time, you should reach the island in four days. Be sure to dress warmly, this trip will be a little cold" she added before she leaned over and picked up her coat before she started walking away. .

"Am I dreaming?" ask one of the stranded people. “The sea is as solid as land. We can finally cross it and get off this island!" she said with tears of happiness flowing down her face.

Luffy's crew helped people drop their belongings onto the ice before waving to them. The crew were on the ice with them while only Luffy and Zoro remained on top.

While they all casually thought Kuzan was gone, Luffy knew he wasn't too far from where they stood. The crew then started walking back from the ice while Luffy and Zoro watched.

When they get to the top, they all start walking back inland with plans to head to their ship, but Luffy knows they won't be able to reach the ship easily.
