Chapter 103's

As they entered the Spider Cafe, the three of them saw everyone inside the cafe split into two groups. To Luffy's right is Gem and Baroque Works agents who have joined him.

On the left is a former agent who was fought by Luffy's crew. The two groups did not even realize that Luffy entered the Cafe, they were too busy staring at each other.

"It looks like the atmosphere here is quite tense" Luffy said, drawing everyone's attention. When everyone turned their heads and saw Luffy standing together with his two crew members, the group of agents that Luffy's crew had just defeated immediately stood up and increased their vigilance, while the other group remained seated, but from their posture it could be seen that they started to relax a little.

"You!" Mr. 1 said angrily. "I thought the boss killed you!" he said, causing Luffy to laugh.

"I'm sorry to disappoint you, but it was Crocodile who lost the fight" said Luffy, then he started walking towards the new leader of the group. "But if you want to avenge your boss, go ahead" Luffy said, staring at Mr. 1.

 "I'll be happy to show you to little insects like you, your place in this world," Luffy added coldly, causing Mr. 1 to just growl. Where Luffy was a little disappointed because Mr. 1 retreated and returned to his group. "So much better," said Luffy coldly and stared at all the former Baroque Works agents.

"Geez," came Ms.'s voice. Double finger as she walked towards Luffy with an extra shake on her hip. "Truly a strong man" he said, touching Luffy's arm. "What if you and I go back and have fun" Ms. Double Finger with a flirt to Luffy's ears.

"Sorry sweet," Luffy said as he pushed her. "But with a waist like that, I might be able to break your body," whispered Luffy into her ear, Luffy then walked over to the cafe counter, leaving Ms. Doublefinger is frozen. "Alright," Luffy said seriously, attracting all their attention. "Let's start talking about business" he said.

"What business?" Ms. Merry Christmas asked quickly.

"I have a job offer for all of you" Luffy said with a smile and looked at everyone. By the time Luffy looked at everyone, he saw someone sitting among the former agents his crew had defeated. "You who?" Luffy asked and his smile disappeared from his face.

"That's Mr. 11," Gem answered, drawing Luffy's attention. "His tune he followed us here," Gem added, causing Luffy to raise his eyebrows.

"Then why didn't I see it here before?" Luffy asked.

"He's hiding outside. He didn't show himself to us until you left the Cafe" Gem replied, causing Luffy to sigh.

"Give up," said Luffy as he sipped his drink. "As I said, I have a job offer for all of you" he said, bringing a smile back to his face.

"What makes you think we want to work for you?" Mr. 1 asked while folding his hands.

"Well, your choice is either to work for me or I'll hand you over to the marine" Luffy replied with a grin.

"What job do you want to offer?" Ms. Doublefinger asked, wanting to keep the topic of conversation away from the marines.

"It's very similar to what you did before" Luffy said as he sipped his drink. "I'm going to create an organization that operates both in the illegal market and the legal one" Luffy said, rattling at their curiosity.

"What do you mean by both?" Mr. 2 asked with curiosity that sounded from his voice.

"I mean, my organization will produce, buy, and sell legal and illegal goods" Luffy said, widening their eyes slightly.

"So, you're going to dip your hands in two pots, not just one" she said. Doublefinger laughing. Before anyone else could ask a question, Mr. 11 stood up and spoke.

"No!" Mr. 11 yelling attracts everyone's attention. "I'm not going to be a part of this" he said, then started walking towards the door

"Why not?" Luffy asked in a pure tone to know why Mr. 11 refused to make illegal transactions, which he was a criminal.

"I've heard stories about the black market" said Mr. 11 in a voice filled with fear, which made Luffy understand why he refused. "I don't want to get involved with those people!" said Mr. 11, causing Luffy to nod.

"Alright," said Luffy before he took a sip of his drink. "You can go" he added as a smile disappeared from his face. Mr. 11 then turned around and started walking towards the door.

When he took three steps towards the door, two gunshots could be heard, and suddenly Mr. 11 fell to the floor with two holes in the back of his knee. Everyone's eyes widened in shock and quickly jumped to their feet, thinking that they were being attacked.

When they looked at Luffy, they all saw him still sitting in his place holding a smoking gun.

"Why did you shoot him?" Mr. 2 asked, sounding rather scared. Luffy just stood up and chuckled like a madman, he walked towards the fallen Mr. 11, every footstep he took echoing throughout the Cafe.

"You think after I announce that I will set up a criminal organization, I will let people who won't join just walk away" Luffy said coldly, then he bowed in front of Mr 11.

Luffy then pulled the hair of the crying man and raised his head so that he could look into his eyes. "You should never have followed my people here," Luffy said coldly before removing his hair, which caused his head to fall to the floor.

Luffy then stood up and pointed his gun at Mr. 11.

"No! Please don't!" Mr. 11 pleaded as he stared at the gun.

"Sorry," Luffy said in an emotionless tone. "It's not personal. It's just a business" he said before pulling the trigger twice, sending two lightning/lightning bullets into Mr.'s head. 11. Luffy then sheathed his weapon and walked back to the counter where he left his drink.

"So, when you said you were gonna hand us over to the marine, it was all just bullshit?" ask Mr 2 while watching Luffy sitting down.

"No, that was my plan before I told you what I was going to do," Luffy said before he grinned. "Now that you all know what I'm going to do, there's no way you can turn down my offer and walk out of here alive" Luffy said with a laugh that widened their eyes, while the agent who was already working for Luffy just smirked.

"Very crafty," said Ms. Doublefinger licked her lips. "I like it" he added, winking at Luffy, causing him to laugh.

"So, who wants to join?" Luffy asked while looking at them.

"I will join," said Mr. 2 as he circled around. "After all, I'm quite fond of your crew. They're a lively group of people" he added, causing Luffy to laugh.

"We're coming too, right Mr. 4? Don't you? Don't you?" Ms. Merry Christmas asked as she looked at Mr. 4 and jumped up and down.

"Teeentuu," said Mr. 4 rather slowly.

"Well, you already know I'm with you, handsome," Ms Doublefinger said with a wink. Luffy then turned his head and looked at Mr. 1 who was looking at him with narrowed eyes.

"Alright, I'll join you," said Mr. 1, causing Luffy to grin.

"Good, now sit down, let me explain to you what we're going to do" Luffy said as he stood up, while everyone took their seats.

"Our organization's name is Hell’s Company. There will be two main branches in this organization/company, the Hino Branch for information gathering and the Kiten Branch as a black market trader" Luffy said, looking at everyone in the room.

"What kind of information will the Hino branch gather?" Ms. Doublefinger asked, looking more interested in this branch of the organization.

"need?" Marianne asked with a confused expression on her face.

"The airport, the need," Luffy replied with a grin. "Information about people's needs, things they need like weapons, jewelry, medicine, whatever a lot of fans are interested in," Luffy explained, made everyone understand what he meant.

"Hino branches will not only collect information but also distribute it. They will spread the news/information about our organization to the lowly people to the rich nobility in this world" Luffy said as he approached Ms. Doublefingers. "And you, Ms. Doublefinger," said Luffy as he stroked her cheek.

"Please, call me Paula" said Ms. Doublefinger, whose real name is Paula, staring at Luffy.

"And you, Paula," said Luffy, grinning. "Will be in charge of the entire Hino Branch" Luffy said, causing everyone's eyes to widen.

"Me?" Paula asked with a confused expression on her face. "Why me?" she asked.

"Md. All Sunday tells me you have a knack for gathering information," said Luffy, who made Paula nod slowly. "You will all work in pairs and each pair will be sent to a different ocean. You will temporarily be in charge of my operations in that ocean. You will choose someone from your crew to be the head of the Hino Branch in the ocean. They would gather all the information from their subordinates and send it to Paula, who would then sort through it then send it to me, and I would tell her what to do with that information afterwards! " Luffy ordered while raising his voice slightly.

"What do you mean by being temporarily in charge?" Mikita asked, causing Luffy to look at her.

"Just as you've heard, you've only held the position of boss in the ocean until I find someone stronger who can protect my people and my merchandise" Luffy said.

"Who said we needed protection?" Mr. 1 asked causing Luffy to chuckle and walk back to the counter.

"Trust me" Luffy said with a smile. "You are not strong enough to deal with the people we are going to face" he said, sipping his drink.

"The only exception to this is the two of them there of course" Luffy added, pointing to Johnny and Yosaku. "But that's also because they're going to East Blue" Luffy finished.

"If the Hino Branch is about gathering and distributing information" Jiro said, staring at Luffy. "Then what are the duties of the other branches?" She asked.

"The other "branch is called the Kiten Branch. People in this branch will deal with the legal and illegal buying and selling of merchandise on the black market" Luffy said causing everyone to nod in understanding the plan.

"What exactly are we going to sell?" Ms. Merry Christmas asked, getting a little laugh from Luffy.

"We will sell anything that is expensive, such as weapons, drugs, illegal drugs, high-end artifacts such as paintings, statues, and antiques" Luffy said while sipping whiskey. "So did some hard-to-find items like Devil Fruit," Luffy added causing the newly merged agent's eyes to widen in shock.

"We're going to sell Devil Fruit?" Mr. 2 asked in a surprised voice.

"That's right" Luffy said as he sat down. "Of course I will bring all those Devil Fruit. All you need to do is find a buyer and I'll bring it to you" Luffy said, causing them to nod their heads.

"Now items like drugs and high-end artifacts, all of them can be sold legally but others have to be sold on the black market" Luffy said in a serious voice.

"For those of you who will be in the Kiten Branch, you will be introduced to a whole new world that you do not even know exists. Societies (societies) are secretive with their own rules and customs that ordinary people do not know," Luffy said, increasing their curiosity.

"How can we get into this Society?" Paula asked.

"When the Hino branch starts spreading information and the Kiten Branch starts doing some black market transactions, they will be invited to certain events that are only held in the Underworld world, he said, like auctions and special shows. In those places you will see the Underworld Society, "said Luffy as he looked at their faces to see their reaction.

Luffy was surprised at what he saw, as they all even the quiet Mr. 1 showed a ray of excitement in their eyes.

"That sounds fun" said Jiro with an excited grin.

"That's where each of you will make new contacts and meet clients for the future" Luffy said before refilling his glass. "But there is only one rule in the Underworld world," Luffy said in seriousness, attracting all their attention.

"You MUST NEVER once reveal what you see, do, or hear to anyone while you're there" Luffy said, causing them all to nod. "Well, except for me," he added.

"Is there where the operation of most Hino branches will take place?" Paula asked.

"Right," Luffy replied with a nod. Luffy will continue to explain about their organization, but before he can continue, Mr. 2 spoke up.

"I have a question" said Mr. 2, drawing everyone's attention. "You said we'd sell these commodities, but where would we get them?" Mr. 2 asked causing everyone to look at Luffy to hear the answer to the question they had also wanted to ask since earlier.

"Oh right," said Luffy as he stood up and walked to the door and called out to the crowd. "I almost forgot" said Luffy as the cloud arrived. Luffy then put his hand into the clouds and was seen fumbling around the inside of the clouds.

He then took out a black treasure chest, which Johnny and Yosaku had never seen before. "Before I answer your question, I need to announce who you are and your ocean area of operations" Luffy said as he opened the chest and looked at everyone.

"I don't mind" said Gem, and the others agreed.

"Okay, Johnny and Yosaku you're going to East Blue" said Luffy, then he looked up at Gem and spoke. "Gem, give them the location of the ship that's heading to East Blue" Luffy ordered, causes the Gem to walk towards the two former Bounty Hunters and give them a paper containing a location inside.

"Aye aye, captain!" Johnny said while saluting.

"Mr. 1 you will operate alone here in the Grand Line as part of the Kiten Branch" said Luffy, where Mr. 1 only gives a nod, while Gem walked up to him with a piece of paper in hand.

"Paula, you and Marianne will also be serving here, in the Grand Line but as part of the Hino Branch, ", Luffy said as he looked at the two of them. The two women nodded and Marianne walked towards paula then sat down with her, while Gem gave a paper containing the location of their men.

"We understand" Paula replied.

"Mr. 4 you and Ms. Merry Christmas is going to the North Blue" said Luffy, making them nod and take a piece of paper from the Gem.

"Okeee," said Mr. 4 quietly.

"Mr. 2, you and Jiro are heading to West Blue" Luffy said as he sipped his drink.

"Roops, Bosman!" replied Mr. 2 while circling around, while Jiro picked up the paper from Gem and walked towards Mr. 2.

"And the last Gem, you and Mikita are going to go to South Blue," Luffy said causing the two of them to nod.

"We understand" they said simultaneously, then they sat next to each other.

"You're all free to decide who does what for one branch or if you two want to do it all together" Luffy said, while the others simply nodded.
