Commander, Kong and the Five Elders were actually inside Marineford the entire time. It makes no sense otherwise when the marines are almost on the brink of extinction.

But they stay back all the time. Not that they are so strong. Kong was 92 years old, while the Elders were over 800 years old. 

Due to age, Kong was much weaker than before, although it was still stronger than any Admiral fighting there. Same with the Five Elders.

If not trained, anyone would be weakened in this world. Gecko Moria would be a prime example. The man once clashed with Kaido, and how did he die? He died in his sleep, killed by Amon. 

That's what happened to the Elders. They are nothing but chaff from their Prime self.

Until now, they had relied on the strength of the Jewelry Bonney Devil Fruit, which had just escaped Mariejoi.

He was, just like them, an 800-year-old demon. His memory is erased, and he serves the government as a brainwashed puppet until he regains some of his thoughts due to a faulty experiment. Of course they will get him back soon, but the problem remains. The problem with his strength was, if his target was not himself, he could only make them children, or old men. That was his limitation, he could not make others their primary adult selves, and instead was only old or super young. The elders would rather be parents than be trapped in the bodies of mere children  .
