21 - justice for the antagonist

Hisoka's fans may even outnumber Gon's fans, but why is it that in this cheap fiction antagonists are only created to say 'you're so embarrassing Miss' that readers have hate targets?

They will be hated as antagonists when they can be developed for the better.
