Chapter 59: Challenges of the owner of the silver badge

Holders, is a group of badge holders who have the authority to defy the law. Created and issued by a world organization filled with world-class gangsters.

Neither the silver badge nor the gold badge, both look the same in shape. But in terms of function it is clearly very different. If the gold badge is a fixed proof that the badge owner is a recognized Holder, then the silver badge is physical evidence that the badge owner is a candidate holder being considered.
