After having a discussion with the 3 higher-ups of the Moon Imperial Capital's branch Formation Hall, an agreement finally came between the two parties.

the 3 elders directly contacted their seniors to come to the Formation Hall because there was an important matter to be discussed. They did not say what important things would be discussed.
