
Yuli did not want to be rash in making a decision, before she received an offer from a kades sir to become the chairman of Bumdes, first Yuli stepped up and met Galih mas to find additional information as a consideration. As a newcomer, Yuli though had to pry deeper information to the Galih mas who had experience for three years as Bumdes' manager. Moreover, the status of Yuli and Galih mas are both as resident immigrants in Sumber Balong village.
Galih is an honorary teacher who has been active in the village government since 2014 as a Member of the Village Consultative Body (BPD). In 2017, Galih also ran for Village Secretary (Sekdes), but Galih lost the sekdes nomination exam test. After losing the test in the sekdes nomination, in mid-2017, Galih was then appointed by Mr. Seno (Kades) to become the chairman of Bumdes.
During this time, Galih is quite well known by some residents of Sumber Balong village, especially by poor people in the village. Because for almost two years, Galih also had become a manager or distributor of Non Cash Food Assistance (BPNT) in the village. But in the years that followed, somehow the distributor of BPNT then switched handled by Rico his son Pak Kades.
That afternoon, Yuli, accompanied by a Wati bik, deliberately visited Galih's house to pry for information. The arrival of the two of them was welcomed by Galih at his house hall. After making small talk, Yuli asked about the world of Bumdes to Galih.
Galih answered every question of Yuli in detail, even to understand the rules and mechanisms of Bumdes stewardship, Galih also gave a copy of documents of Articles of Association (AD) and Budget Household (ART) Bumdes to Yuli.
“What caused the Galih mas not to be re-elected to be the chairman of Bumdes in this second period?” ask Yuli.
“The story is long mbak Yuli,” replied Galih while throwing an eye view over the clouds.
A second later, Galih then told me about his experience during his tenure as chairman of Bumdes.
Bumdes is a Village Owned Business Entity whose management structure is outside the village government. Bumdes business capital, 50% of the village and investment proceeds from citizens or third parties.
The tenure of Bumdes management is 3 years, and after 3 years, they can be re-elected as Bumdes board for the next 3-year term based on the agreement in the village deliberation.
Every one year, the Bumdes administrator must report the results of his business to the village government. As for the percentage of the share of Bumdes business results, it is set in the provisions of AD/ART Bumdes.
“Yang makes me no longer want to be a Bumdes manager, is because pak kades himself who overstepped my authority as a Bumdes.” manager replied Galih.
“Well how can you?” ask Yuli curiously.
“If about it, please ask Yuli himself to mr. Kades, because if referring to the understanding of the country, there was a president who handled the matter of State-Owned Enterprises (SOEs).
Whereas in every SOE such as Indonesian Railways, Banking, Mining, Energy etc, there will be commissioners, managers etc who are responsible under the existing ministry institutions.” explained Galih.
“Means mas?” ask Yuli again.
“According to the structure in the village government and the village laws and regulations, the village head, as the commissioner of Bumdes. So, who provides business capital for Bumdes, is the village government through pak kades.
And the obligation of the Bumdes board is to manage the business capital to be rotated in the business, until Bumdes makes a profit. And every one year, Bumdes management must report the remaining results of its Bumdes business (SHU) to the village government. But the fact or reality that happens on the field, it is not like that mbak.” replied Galih.
Yuli seems still confused by the explanation of the Galih mas that does not directly explain the subject of Bumdes problems that occur in the field.

“After Bumdes was formed through village deliberation, one year later, the village government built a unit of parking area of half an acre near the tourist area and 7 units of shop building for Bumdes.
But, to the seven units of the store, by the kades sir rented himself to the citizens. The rental price per unit of the store is 3 million/year. You can imagine anyway, 3 million times 7 units of stores per year, 21 million anyway!
In the second year, Bumdes received business capital assistance from the district government of 50 million rupiah, but by the village government, capital assistance of 50 million was not given to Bumdes.
One year later, I as the chairman of Bumdes, was asked by the District Community and Village Empowerment Service (PMD) to report the responsibility of the 50 million money assistance to the District PMD.
When the PMD requested a report (LPJ) of business capital assistance of 50 million rupiah to me, automatically I can only look at it anyway, because I myself have never received the 50 million aid money?
I, as the chairman of Bumdes, then asked the procedure/mechanism of the assistance to the district PMD.
According to the statement from the District PMD, the procedure of money assistance amounting to 50 million from the district PMD to Bumdes, it was given/transferred through the village government account number, and for the next stage, it was given/transferred through the village government account number, the village government then transferred the 50 million to Bumdes' account number.
But the reality is that the village government did not transfer the money to Bumdes account number.
“I also once asked Mr. Kades about the help money, mr. kades confirmed the existence of 50 million money assistance for Bumdes.
But the aid money for Bumdes, by pak kades used to buy a unit of photo copy second machine, for 25 million. Two months later, the second photo copy machine was damaged and could not be operated anymore.
At the end of my management period in 2020, sir Kades told me,” continued Galih.
“Mas Galih, later I (pak kades) transfer money of 23 million to Bumdes account number for the purpose of buying masks. The money of 23 million, later mas Galih and mas Rico took in the bank, and if mas Galih and Rico had taken the money in the bank, later the money, then the money, then the money, mas Galih hand it back to me (pak kades).” The order of the village chief to Galih.
“I obviously refused the request of the head of the village!” galih.

The problem of buying masks to overcome the Covid 19 outbreak, it is the authority and responsibility of the village government to the local government (Pemda) and the health ministry.
While Bumdes, it is a business entity that is given capital for business purposes to be developed.
I understand the trick sir kades, business capital assistance for Bumdes of 50 million from PMD, which 25 million to buy photo copy machines, and the rest to buy cloth masks. So when Bumdes financial statements (LPJ) for the end of the year, it fits 50 million. And physical proof of purchase of Photo copy machine, there is 1 unit of photo copy machine in village hall. The remaining 25 million was used to buy face/mask cloth.
Business capital assistance from PMD for Bumdes amounted to 50 million, by pak kades was not submitted to Bumdes. But on behalf of Bumdes, the village government then made its own LPJ to the district PMD.
Business capital assistance for Bumdes is exhausted! While Bumdes is used as a means (paralon) by the kades to scavenge assistance from the district level government ‘La yamutu Wala yahya (not dead, but also not alive), aka stagnant/road in place.
So, before the village head transfers 23 million rupiah for the purchase of the mask to the account of Des-owned Enterprises, I then look for safety by resigning as chairman of Bumdes.

Because I know the mechanism of receiving assistance, it must be through the proof of transfer to Bumdes account number.
I will not sue and report the kades sir to the authorities regarding the 50 million money aid that was misused by the kades sir. But, if there is an examination from the authorities, or there are other parties who are suing Bumdes, then I am ready to face them.
Even though I have been photographed by one of the Pemdes, and signed the LPJ sheet, but right, mr. Kades never transferred the help for Bumdes to Bumdes account number!

Hearing the explanation from the Galih mas, Yuli whose husband had 2 times lost to compete for the leadership seat in the village government, increasingly furious with Mr. Seno.
