Frank tells Mr. Harley that July is no longer willing to comply. Frank also conveys that Julya will instead leak their secrets all along.

Knowing the plan was successful, Jones intended to escape from New York to Australia.
Actually the task given by Mr. Harley and Frank to Jones is to take Julya hostage, then have Stefan go to a place in Saint Petersburg so that later they can kill Stefan there.
However, Jones betrays, he changes his plans because he sees a golden opportunity to become a rich man now, after all his son's revenge has been avenged, let alone he's stuck in his own country, that's why he's more self-centered than continuing his mission with the others in that dangerous organization.
