28.Cooperation and Conflict
It has been 3 months since Arka became king in the kingdom of fog. The fog kingdom was very peaceful and serene. The population in the fog kingdom had already reached 1 million inhabitants, with the 1 million inhabitants of the fog kingdom earning 1 million gold coins per month from taxes.
The fog kingdom has also been recognized by small kingdoms and large kingdoms. Arka will establish cooperation with several small kingdoms.

"Did I ever agree to this deal?"
"We are both leaders. The safety of the people is more important to us than our own safety"
"You're right king rosvelt. But like I said I won't send any monsters to any kingdom"
"Don't be too hasty in taking the decision of the mist king. You can think about it again"
"What should the king of Rosvelt think? I'll never change my decision"
"Alright fog king I agree with your offer. But can you help the shine empire in the war?"
"What do you mean emperor shine? We've been talking about this for a long time but why did everything suddenly change?!" king rosvelt shouted across the table.
"Let the king of rosvelt. I just don't want to use the monsters as weapons of war" Arka said.
"You are the new kingdom don't be arrogant. I and my kingdom can destroy your kingdom" King Rosvelt shouted and threatened Arka.
"What is the conduct of a ruler of the Rosvelt kingdom? Invite cooperation and then threaten. The royal rat's base" Harry quipped as he was not happy to see the attitude displayed by the king of rosvelt.
"Shut up!" the king shouted rosvelt as he pointed his sword at Harry.

"I declare war on your kingdom. Didn't you say you wouldn't use monsters as a tool of war" the king of rosvelt sneered.
"Without the monsters, we can win" said Harry.
After the king of the rosvelt came out, Arka and the shine emperor continued the cooperation they had agreed on.
"Are you sure you don't need help from the shien empire to face the rosvelt kingdom?" the emperor of the shine offered his help.
"No, thank you. I don't want to involve anyone in this war" Arka said, sending the shine emperor out of the kingdom.
The Rosvelt kingdom
"Prepare 300,000 troops, we will fight the kingdom of fog" said the king of rosvelt.
"Are you sure, sir? They have an army of monsters that are very much" said one of the generals of the kingdom rosvelt.
"I've heard, the monster army they have that helps them finish off the bandits" said another general.
"They won't dare to use monsters so you guys prepare an army or I'll hang you"
"B. ba. good noble" said the generals.
While in the kingdom of fog Arka looks calm like it does not have a burden when all the calmness is just a mask. He was very frustrated, if he fought the people of the fog kingdom would be affected but he was no longer able to retreat.
"Evacuation of the inhabitants to the territory of the black apes. Give orders to the trolls and goblins cheifs to keep them safe. I don't want any population to lose their lives because of this war" Arka ordered.
The black ape region had already become a small kingdom for monsters. The monsters continued to expand their territory and increase defense, 1 million inhabitants would be safe while there. The monsters were also able to produce food ingredients and process them so there was no need for many supplies that the kingdom gave to the monsters.
"Good" said the 7 generals in unison.
The generals immediately evacuated the residents so as not to be affected by the war between the 2 kingdoms. Kris sent a letter to the mayor to come to the palace to discuss the imminent war.
"Arka you better protect the inhabitants of the black ape region" Harry suggested.
"I've asked General Frenkline and General Zaen to send their strongest forces to protect the population"
"But you're a king, you can't die in a war" Aman said worriedly.
"Calm down, grandpa. I will defend this kingdom until the last point of blood. You better come with the residents"
"Well, if that's the best. But you have to promise me, you can't die in a war"
Arka just smiled in response to Aman's words. He is trying to hide the anxiety that is plaguing the heart so that people around him do not feel anxious as he is.
The faces of the residents looked very worried during the evacuation process, there were some children crying out of fear. Although they will be guaranteed safety but still they fear losing the kingdom they love.
After the residents were evacuated and held meetings with the royal officials and generals. Arya ordered to prepare 500,000 soldiers in each city and not attack the other party before they attacked first.
500,000 troops were sent to each city, the force consisted of 250,000 special forces and 250,000 normal troops. The army was led by generals Monna, Eudrat, David and Eridan.
Freya, Hirden and Lexa are assigned to guard the inhabitants of the black ape region. While Gremio, Falxus and Kris remained in the city center guarding the palace and the royal officials.

"We will seize this city first" Arka said, pointing to a city close to the kingdom of fog.
