In Korea we should not haphazardly call someone if we do not know them and without their consent.
Examples: Oppa, Hyung, Nuna, Eonni, Yeobo, Jagiya, Ahjussi, Ahjumma, Imo, Samchon ETC.
So, if we are in Korea and for example we want to ask the people there we can say 'Jeogiyo' which means 'Excuse me' with a polite word.
This is the most common word used to express forgiveness in everyday life.
'Jeogiyo' is a standard and informal form.
'Sillyehamnida' is the formal form of its Korean language “permission”. This phrase is very polite and can be used to express forgiveness to strangers or unknown people.
So in my opinion, if we as tourists better say 'Sillyehamnida' even though it seems very formal.
