The furore occurred in the Academy of Outer disciples because it had been three days that 5 senior disciples disappeared from the Academy.

The 4 senior disciples who were the companions of the 5 missing senior disciples, went looking for Shio Fang into the forest, to question the disappearance of his five best friends.
