That Civilian Citizen means Haiden. And the cop in question is Aryo.

Mardan and Haiden both laughed on the phone at their homes. While Aryo can only smile himself to see Haiden who is busy talking to his best friend by phone.

After closing the conversation with Mardan on the phone, Haiden immediately continued the conversation with Aryo. They were discussing Haiden's appointment as the new Chairman of Panca Karya before Mardan contacted Haiden just now.
