Day Bela Negara was established (HBN) by President Susilo Bambang Yudhoyono (SBY) through Presidential Decree No. 28 of 2006. Commemorated every December 19, but not a national holiday, to remember the declaration of the Emergency Government of the Republic of Indonesia (PDRI) by Mr. Sjafruddin Prawiranegara in West Sumatra on 19 December 1948.
Emergency Government of the Republic of Indonesia or abbreviated as PDRI is the organizer of the government of the Republic of Indonesia for 6 months 22 days, in the period 22 December 1948 - 13 July 1949, led by Mr. Syafruddin Prawiranegara, also called the Emergency Cabinet, shortly before the then Indonesian leaders, Sukarno and Hatta were arrested by the Dutch on December 19, 1948, they had held a meeting and gave a mandate to Syafruddin Prawiranegara to form an interim government.
Not long after the Indonesian capital of Yogyakarta was controlled by the Dutch in the Dutch Military Aggression II, the Dutch repeatedly broadcast news that the Republic of Indonesia had disbanded. Because its leaders, such as Sukarno, Hatta and Syahrir had surrendered and were detained.
Hearing the news that the Dutch army had occupied the capital city of Yogyakarta and arrested most of the leaders of the Government of the Republic of Indonesia, on December 19 afternoon, Mr. Syafruddin Prawiranegara with Kol. Hidayat, Commander of the Sumatra Army and Territorium, visited Mr. Teuku Mohammad Hasan, Governor of Sumatra/Chairman of Central Government Commissioner at his residence, to hold talks. That night they also left Bukittinggi to Halaban, a tea plantation area, 15 Km south of the city of Payakumbuh.
A number of republican leaders in West Sumatra were able to gather in Halaban, and on December 22, 1948 they held a meeting attended by Mr. Syafruddin Prawiranegara, Mr. T. M. Hassan, Mr. Sutan Mohammad Rasjid, Colonel Hidayat, Mr. Lukman Hakim Ir's. Indracahia, Ir. Mananti Sitompul, Maryono Danubroto, Director of BNI Mr. A. Karim, Rusli Rahim and Mr. Latif.
Although officially the wire of President Soekarno has not been accepted, December 22, 1948, in accordance with the concept that has been prepared, the, so in the meeting it was decided to form and declare the establishment of the Emergency Government of the Republic of Indonesia with Mr. Syafruddin Prawiranegara, as Chairman of PDRI/Minister of Defense/Minister of Information/Minister of Foreign Affairs ad interim.

Because of the sudden attack they have managed to capture the President, Vice President, Prime Minister, and several other dignitaries. Thus, they suspect facing a state of the Indonesian republic that can be likened to the Netherlands itself at a time when the country was occupied by Germany in World War II, when the people lost their minds, its leader is desperate and his country cannot be helped anymore”.
But we prove that the Dutch calculation completely missed. The Dutch thought that with the captivity of our supreme leaders, other leaders would despair. The Indonesian state is not dependent on Sukarno-Hatta, even though the two leaders are very valuable to us. Broken growing lost changing.

PDRI has since become the number one enemy of the Netherlands. PDRI figures must move continuously while disguised to avoid Dutch pursuit and attack.
Mr. T.M Hasan who served as Deputy Chairman of PDRI, as well as the Minister of Home Affairs, Religion, Education and Culture, said that their groups often sleep in the thicket forest, on the banks of the Batanghari river, and a shortage of food. They also have to carry a radio and various other equipment.
PDRI condition that always guerrilla in and out of the forest was mocked by Dutch radio as the Government in the Indonesian Forest.
Sjafruddin replied :
"We though in the jungle, still remain in the territory of RI, therefore we are the legitimate government. However, when the Netherlands was occupied by Germany, the government fled to England. Though according to his own UUD stated that the position of the government must be in his territory. Is Britain a Dutch territory? The Dutch government is illegitimate."
About a month after the Dutch military aggression, there can be communication between the PDRI leadership and the four Ministers in Java. They exchanged proposals to eliminate leadership dualism in Sumatra and Java.
After speaking remotely with the leadership of the Republic in Java, then on March 31, 1949 Prawiranegara announced the reform of the leadership of the Emergency Government of the Republic of Indonesia.
In addition to dr. Sudarsono, Indonesian Representative in India, Mr. Alexander Andries Maramis, PDRI Foreign Minister based in New Delhi, India, and Lambertus N. Palar, Chairman of the delegation of the Republic of Indonesia at the United Nations, is a figure who has been instrumental in voicing the Republic of Indonesia internationally since the Netherlands conducted the Dutch Military Aggression II.
In this situation, de facto, Mr. Syafruddin Prawiranegara is the Head of Government of the Republic of Indonesia or Plt. President of the Republic of Indonesia (but unfortunately until now his existence as president of the Republic of Indonesia has not been formally recognized).
Armed resistance was carried out by the Indonesian National Army as well as various irregulars in Java, Sumatra and several other areas. PDRI also organized a resistance in Sumatra.
In fact, before Soekarno and Hatta surrendered, they had typed two wires. First, to mandate to the Minister of Prosperity Mr. Sjafruddin Prawiranegara to form an emergency government in Sumatra. Second, if Sjafruddin's efforts fail, then the mandate is given to Mr. A. A. Maramis to establish a government in exile in New Delhi, India. But Sjafruddin himself never received the wire. Months later he learned of the mandate.
By mid-1949, the Dutch position was increasingly squeezed. The international community denounced the Dutch military aggression. While in Indonesia, his troops never managed to fully rule. This forced the Dutch to face RI at the negotiating table.
The Dutch chose to negotiate with the envoy of Soekarno-Hatta who was then a prisoner status. The negotiations resulted in the Roem-Royen Agreement.
This made the PDRI leaders unhappy, General Sudirman sent a wire to Sjafruddin, questioning the feasibility of the prisoners to advance to the negotiating table. But Sjafruddin thought this was to support the implementation of the Roem-Royen agreement.
After the Roem-Royen Agreement, Mohammad Natsir convinced Syafruddin Prawiranegara to come to Jakarta, completing the dualism of the Indonesian government, namely the PDRI he led, and the Hatta Cabinet, which was not officially dissolved.
After the Roem-Royen Agreement was signed, on July 13, 1949, a meeting was held between PDRI and President Soekarno, Vice President Mohammad Hatta and a number of ministers of both cabinets.
At the hearing, the Government of Hatta was responsible for the events of December 19, 1948. Vice President Hatta explained 3 questions, namely the matter of not joining the guerrillas, the relationship between Bangka and abroad and the Roem-Royen Agreement.
The main reason Soekarno-Hatta did not go out of town on December 19 in accordance with the guerrilla war plan, was based on military considerations, because it was not guaranteed enough escorts, while as long as it was known to adults, it was based on military considerations, the whole city has been surrounded by Dutch paratroopers. After all at that crucial moment it was unclear the places that had been occupied and the directions followed by the enemy. In a meeting at the palace on December 19, 1948, among others, KSAU Soerjadi Soerjadarma raised a warning to the government, that paratroopers usually kill everyone found in the streets, and that the, so that if they go outside then it must be with a strong weapon escort.
At the hearing, Syafruddin Prawiranegara formally handed back his mandate, thus, M. Hatta, in addition to being Vice President, returned as Prime Minister. After the formal handover of the Mandate return from PDRI, on July 14, the Government of Indonesia approved the results of the Roem-Royen Agreement, while KNIP only approved the agreement on July 25, 1949.
Thus PDRI was established as a form of existence against Indonesia, which was occupied by the Dutch at that time. The plan, if Yogyakarta has been occupied, then the other regions will act as Indonesia.
This shows that Indonesia is a very broad and diverse country.
