Something unexpected is done by Satella to change the course of the situation. With Minerva's superior strength, he could have defeated the military police squad by himself. At least they were just ordinary knights who did not have an officer-level grade.

"Let me just." Murmured Satella.

Satella freezes Minerva. All of this he did unexpectedly. Then Satella started with her bluff.
