Why did I put him in first place? That's because he was the first loli I knew had abnormal powers.
Yachiru Kusajishi is one of the thirteen shinigami vice-captains in the Bleach anime. He was in the 11th Division which happened to be famous for their desolation. Yachiru is often seen clinging to the captain's shoulder, Zaraki Kenpachi.
The name Yachiru was given by Zaraki when he first met her. The name was based on an earlier Kenpachi named Unohana Yachiru. Meanwhile, Kusajishi is the name of the area where he was found.
Although Yachiru never once showed his strength, but I'm sure he's no ordinary loli. Why could that be?
He is the vice-captain. Although it is likely that Zaraki appointed him unconditionally, but it seems unlikely that he appointed the vice-captain for no apparent reason.

Hardgore Alice is a dark version of Alice Wonderland. His appearance was mysterious and creepy. He always carried a doll with him. He is a good friend of the main character (Snow White) in the anime.

I crowned Yugiri as the strongest loli of all the loli I know. Not because of his fighting ability, but his esp type was extremely dangerous. Yugiri is a neutral character.
His ability is to manipulate others or we commonly call hypnosis. In contrast to ordinary hypnosis, its hypnotic influence was at an extreme level. It could even result in the person affected by it committing suicide. If he wanted to, perhaps a city would experience a massive riot in just a few seconds.
